Resurface when the shell is sound

If the structure, tile, coping, decking, and equipment are all in reasonable shape and only the interior finish is worn, resurfacing is the most cost-effective fix. It restores a smooth, watertight surface without the cost of touching everything else.

Remodel when several systems are aging

If the tile is dated, the deck is cracking, the pump is old, and the surface is failing — doing these one at a time means repeated mobilization, draining, and disruption. Bundling them into one remodel is almost always cheaper and faster overall.

Soil-driven structural movement (common in clay-heavy markets like Houston, Dallas, and Richmond) is another reason to remodel rather than resurface over a problem that will return.
